Having been printed as received from the House of Representatives was taken up and read at large a third time.

And the question being, "Shall this bill pass ?" it was decided in the affirmative by the following vote: Yeas, 27; nays, none. The following voted in the affirmative: Messrs.

On motion of Mr. Kessinger, House Bill No. 54, for "An Act to provide for the transfer of certain lands by the State of Illinois to the Sanitary District of Elgin."

This bill, expressing an emergency in the body of the Act, rendering it necessary that it should go into effect immediately, and having received the votes of two-thirds of the members elected, was declared passed.

Ordered that the title be as aforesaid, and that the Secretary inform the House of Representatives thereof.

On motion of Mr. Roos, House Bill No. 229, a bill for "An Act to amend section 9 of 'An Act to revise the law in relation to recorders,' approved March 9, 1874, as amended.”

Was recalled from the order of third reading, to the order of second reading for amendment.

Mr. Roos offered the following amendments to the bill, which were adopted:

AMENDMENT No. 1.

Amend printed House Bill No. 229 in Senate on pages 1 and 2 by striking out the period after the word "instruments" in line 9 of the printed bill and inserting the following:

"and provided further, that in counties of the third class of five hundred thousand population, or over, two distinct series of document numbers may be used for recording documents filed for record, one series of numbers to be preceded with a letter "B" in each case, which series shall be used only for bills of sale of personal property and chattel mortgages, and the other series of document numbers shall be used for all other instruments filed for record other than bills of sale of personal property and chattel mortgages. When two series of document numbers are thus used, a separate filing place may be provided in the recorder's office for each kind of documents to which such serial numbers apply.

'In counties of the third class of five hundred thousand population, or over, the recorder, in recording at length instruments in writing in his office, may transcribe the same in handwriting or typewriting, or make photographic reproductions of such instruments, or may transcribe the same partly in handwriting or typewriting and make photographic reproductions of the remaining portions of such instruments, provided that every document shall appear spread upon the records in a complete and intelligible manner. When photographic reproductions are used the recorder shall first be satisfied that such photographic reproductions shall be as practical, lasting and durable as handwritten or typewritten copies, and the photographic reproductions shall be upon sheets bound together in well bound books, or placed in books which are permanently locked so that said sheets can not be tampered with or removed.

AMENDMENT No. 2.

Amend printed House Bill No. 229 in Senate by striking out in line 36 of the printed bill the word "receieve" and inserting in lieu thereof the word "receive."

The question then being, "Shall the bill be ordered to a third reading and the amendments printed?" it was decided in the affirmative.

On motion of Mr. Roos, House Bill No. 75, a bill for "An Act making an additional appropriation to the Department of Agriculture. for State aid to county fairs."

Was recalled from the order of third reading, to the order of second reading for amendment.

Mr. Roos offered the following amendments to the bill, which were adopted:

AMENDMENT No. 1.

Amend printed House Bill No. 75 in Senate, on page 1, section 1, line 3, by striking the figures, "$70,276.09" and inserting in lieu thereof the figures, "$71,308.34".

AMENDMENT No. 2.

Amend printed House Bill No. 75 in Senate, on page 1, section 1, by striking the last two words in line 4, and by striking all of line 5.

AMENDMENT No. 3.

Amend printed House Bill No. 75 in Senate, on page 1, by striking all of section 3.

The question then being, "Shall the bill be ordered to a third reading and the amendments printed?" it was decided in the affirmative.

On motion of Mr. Kessinger, House Bill No. 218, a bill for "An Act to amend section 9 of Article IV of 'An Act to revise the law in relation to roads and bridges,' approved June 27, 1913, as amended, and to add section 9a thereto."

Was recalled from the order of third reading, to the order of second reading for amendment.

Mr. Kessinger offered the following amendment to the bill, which was adopted:

AMENDMENT No. 4.

Amend printed House Bill No. 218 in Senate, on page 3, line 62, after the period, by adding the following:

"Provided, that in case of any such city, village or town has constructed or has started to construct such a road since January 1, 1922, the State shall upon the completion thereof thereafter maintain such road and shall refund to such city, village or town the cost of constructing same for the same width as the road outside the corporate limits. The money so refunded shall be paid into the general corporate fund in case the cost of constructing the road was paid out of such fund, or if the cost of constructing the road was paid by special taxation or special assessment the money shall be distributed to each person who owns such assessed or taxed property at the time such distribution is made in proportion to the amounts assessed or taxed against such property."

The question then being, "Shall the bill be ordered to a third reading and the amendment printed?" it was decided in the affirmative.

On motion of Mr. Barr, Senate Bill No. 480, for "An Act to amend section 8 of 'An Act to provide for the organization and management of mutual insurance corporations other than life, and repealing certain Act and parts of Acts therein referred to,' approved June 29, 1915, as amended."

Having been transcribed, typed and printed, was taken up and read at large a third time.

Mr. Roos moved to postpone further consideration.

On motion of Mr. Essington, the motion to postpone was laid on the table.

And the question being, "Shall this bill pass?" it was decided in the affirmative by the following vote: Yeas, 27; nays, 1; answering present but not voting, 2.

On motion of Mr. Swift, Senate Bill No. 475, a bill for "An Act making an appropriation for buildings and equipment at the State normal schools."

Was recalled from the order of third reading, to the order of second reading for amendment.

Mr. Swift offered the following amendments to the bill, which were adopted:

AMENDMENT No. 1.

Amend printed Senate Bill No. 475 by striking out the word "one" between the words "million" and "hundred" on line 2 of page one, and inserting in lieu thereof the word "two", and make the sum of $1,100,000.00 in brackets in the same line $1,200,000.00.

AMENDMENT No. 2.

Amend by striking out the word "dormitory" in line 12 of page cne, and inserting in lieu thereof the word "gymnasium".

AMENDMENT No. 3.

Amend by striking out the figures "150,000.00" in line 13 of page one and inserting in lieu thereof the figures "250,000.00".

The question then being, "Shall the bill, as amended, be ordered transcribed, typed and printed for a third reading?" it was decided in the affirmative.

On motion of Mr. Marks, Senate Bill No. 494, for “An Act to amend section 23 of the General Corporation Act, approved June 28, 1919, as amended, and to add sections 52a, 52b, 52c, 78a and 78b thereto."
