Extracted from the fourth annual report of the Scottish Prison Commissioners for the year 1881-82 :—

In the following table are given the accommodation and occupation, both in her Majesty's prisons and in legalised police cells.

The most noticeable feature brought out by this and other Tables is the large reduction in the number of criminal prisoners during the past year, compared with those entered for the previous years since the Prison Act of 1877 came into operation. In 1878, the average daily number in prison for the twelve months of that year ending December 31, was 3,112, or only 31 less than the average number for the year 1849, namely 3,143, which was the highest number for any year since the passing of the Prisons Act of 1839.

Notwithstanding the increase of population, the prisons returns since 1878 show a marked tendency to decrease, the average daily numbers having fallen, for the twelve months ending 31st March, 1882, to 2,671, or 191 less than those for the corresponding months of the preceding year, and 381 less than the daily average for the year ending 31st March, 1879. This decrease has permitted the Commissioners to close several small prisons, without awaiting the completion of the first wing of the new prison now in course of erection near Glasgow.

In this dreary waist may be trayced here and their, particularly nere the mountains in the southern devision of the penninsula, some green spots which reiceve the bennefit of the annual rains; and the vallies, desendding from the misty hieghts appeer only as so many green lines, more or less strongly marked in the dazzleing sun-burnt landscape. A country so ilprovidied with wood, bush, and parsture, and where the scanty waters are so closely beset with an active poppulashun, is necessarily unable to support such herds of large animals as rome thrugh the interior of Africa. The wild goat inhabbits the rocky hieghts; the ass and antellope the planes.

The number of fires which took place in the Metropolis in each of the years 1866 to 1875, and the proportion of serious to slight losses, are shown by the subjoined table. The proportion of serious to slight losses, 163 to 1,366, shows that the success of the Brigade in reducing loss during 1875 was at least equal to that attained in previous years.

The number of fires in the Metropolis in which life was seriously endangered during the year 1875 was 88; and the number of those in which life was lost was 22. The number of persons seriously endangered by fire was 151, of whom 126 were saved, and 25 lost their lives. Of the 25 lost, 12 were taken out alive, but died afterwards in hospitals or elsewhere, and 13 were suffocated or burnt to death. Plans for giving earlier notice of the outbreak of fires are now under the consideration of the Board. When these plans are adopted the proportion of serious to slight losses will, it is hoped, be still farther reduced.
