RULES ADOPTED BY THE SENATE FOR THE ELECTION OF A FELLOW TO BE RECOMMENDED TO GOVERNMENT FOR NOMINATION AS AN ADDITIONAL MEMBER OF THE BOMBAY LEGISLATIVE COUNCIL.

1. As soon as convenient after the receipt by the Vice-Chancellor from the Secretary to Government in the Legislative Department of a letter requesting the Senate to recommend a person for appointment as an Additional Member of the Council for making Laws and Regulations only, the Registrar, at the direction of the Vice-Chancellor, shall send to each Fellow then in India a notice stating that an election for such purpose will be held, and that nominations of candidates for such election will be received up to a date named therein, which date shall be 14 days from the date of the despatch of such notices.

2. After the despatch of such notices any two Fellows may nominate in writing any other Fellow as a candidate at such election. Such nominations must be sent to the Registrar so as to reach him not later than 6 P.M. on the date fixed in such notice. Any nomination received by the Registrar after such time shall be marked by him as received out of time, and shall be treated by him as null and void.

3. Immediately after the date so fixed the Registrar shall prepare a sufficient number of voting papers (having regard to the number of Fellows then in India) containing the names of all candidates duly nominated in accordance with the preceding rule, and shall send one of such voting papers to each Fellow then in India whose registered address shall be outside the City of Bombay, together with a notice that such voting paper is to be returned to the Registrar, duly initialled and signed as hereinafter provided so as to reach him before 6 P.M. on a day to be fixed in such notice, which day shall be 14 days from the date of the despatch of such voting papers. The day so fixed as aforesaid shall be the day of election. At the same time the Registrar shall send to each Fellow whose registered address is within the City of Bombay a notice of the day and place of election together with a list of all candidates duly proposed as aforesaid.

4. The election shall be held in the Sir Cowasji Jehanghier Hall of the University between the hours of 4 and 6 P.M. on the day of election, and shall be by means of voting papers which must be initialled as hereinafter provided and signed by Fellows who wish to vote in person in the presence of the Registrar at the time and place of election.

5. Voting papers sent to electors whose registered address is beyond the limits of the City of Bombay, who do not wish to attend in person at the time and place of election, and voting papers furnished on application in writing to such Fellows as may be beyond the limits of the City of Bombay on the day of election, must be initialled as hereinafter provided and signed by them in the presence of a Magistrate or Judicial or Political officer by whom such papers will be authenticated under orders which have been issued by Government.

6. Each Fellow will be entitled to one vote, which he may record in favour of any one candidate by writing the initials of his name on the voting paper against the name of the candidate for whom he wishes to vote, and by signing the voting paper at the foot thereof. If the Fellow record more than one vote, his voting paper shall be cancelled by the Registrar and a note thereof made thereon.

7. Voting papers which are not tendered to or received by the Registrar before 6 P.M. on the day of election will not be counted by him.

8. All valid voting papers received before 6 P.M. on the day of election shall at 6 P.M. be scrutinized by the Registrar in the presence of such proposers of candidates as may be present, and the Registar after completing this scrutiny shall forthwith make a report to the Syndicate stating (a) the names of candidates nominated under Rule 2, (b) the number of votes recorded for each candidate, (c) any nominations or votes declared void under Rules 2, 6 and 7. The Syndicate shall thereupon forthwith declare the name of the candidate who has received the highest number of votes ; such candidate shall be deemed to have been duly elected for recommendation to His Excellency the Governor.

9. If an equality of votes is found to exist between any two or more candidates, and the addition of one vote would entitle any one of those candidates to be declared elected, the determination of the candidate to whom such one additional vote shall be deemed to have been given shall be made by lot to be drawn by the Registrar in such manner as he shall determine. The result of such drawing by lot shall be final and conclusive.

10. The decision of the Syndicate in any case arising under the provisions of Rule 6, Rule 7 or Rule 8 shall be final and conclusive.

11. On the result of the election being so reported as aforesaid, the voting papers shall be destroyed.

12. The Vice-Chancellor after the result of such election shall have been declared as aforesaid, shall report to His Excellency the Governor the name of the candidate who has been elected and recommended as aforesaid.

RULES ADOPTED BY THE SENATE FOR THE ELECTION OF TWO MUNICIPAL COUNCILLORS BY FELLOWS RESIDENT IN BOMBAY.

1. Ten clear days before the day fixed for the election, the Registrar shall issue to all Fellows on the Electoral Roll a notification stating the date of the election and the number of vacancies to be filled.

2. No candidate shall be entered on the list of nominations unless a proposition for his nomination in writing signed by the proposer and seconder, who shall both be Fellows on the Electoral Roll, shall have been handed in to the University Office four clear days before the day fixed for the election.

3. On the following day the Registrar shall issue to each Fellow on the Fellows' Electoral Roll a copy of the list of nominations.

4. The election shall take place at the University Convocation Hall between the hours of 4 and 6 P.M. on the day fixed and shall be conducted by the Registrar.

5. The election shall be by ballot by means of voting papers which shall be delivered personally by the electors to the Registrar at the time and place aforesaid,

6. Each Fellow on the roll shall be entitled to as many votes as there are vacancies, but shall not give more than one vote for one person. In the event of an elector having given more than one vote for any one person, but not having voted for more persons than there are vacancies, then he shall be deemed to have given one vote for each person for whom he has voted, but in the event of his having voted for more persons than there are vacancies, then his voting paper shall be cancelled.

7. Immediately after 6 P.M. on the day of election the Registrar shall open the ballot box and scrutinize the voting papers in the presence of such of the proposers of candidates as shall be present, and ascertain the number of valid votes given for each candidate. The candidate or candidates with the highest number of votes shall be returned by the Registrar as elected.

8. If an equality of votes is found on such scrutiny to exist between any two or more candidates and the addition of a vote would entitle any of those candidates to be declared elected the determination of the candidate or candidates to whom such one additional vote shall be deemed to have been given shall be made by lot, to be drawn by the Registrar in such manner as he shall then and there determine.

9. The decision of the Registrar after such scrutiny and ballot (if any) as to the candidate or candidates who are to be returned as duly elected shall be final; and on the result of the election being so ascertained as aforesaid the voting papers shall be destroyed.

IV.

Begulations.

In the following Regulations the pronoun "he" and its derivatives are used to denote either sex, the male or the female.

I. THE UNIVERSITY SCHOOL FINAL EXAMINATION

1. The Examination will be held once a year at Bombay and at such other places* as shall, from time to time, be appointed by the Syndicate, commencing on the First Monday in December.

2. Candidates must forward an application to the Registrar on or before the Second Monday in October. (Vide Form A.)

3. On or before the Second Monday in October, each Candidate must pay or cause to be paid to the Registrar at Bombay, or to such person as he may appoint in the Mofussil, a fee of Rs. 15, for which a receipt will be given. (Vide Form B.)

4. Failure to pass the Examination will not disqualify the Candidate for presenting himself on any subsequent occasion on a new application being forwarded, and a fresh fee paid.

N.B.-Any person who has passed the Matriculation Examination or the further examinations preliminary to the Degree of the University of Bombay, will be allowed to appear for the University School Final Examination in one or, at his option, two of the groups of optional subjects on payment of the full fee, and on his passing in any one group will be held to have passed the University School Final Examination: Provided, however, that any Candidate, who has not passed the Matriculation Examination with one of the compulsory Second Languages of the University School Final Examination, must also pass in one of these.

Double Entry Book-keeping.-Recording in the bought and sold books, the bill books, the cash book with cash and discount columns, and the journal, transactions of the following description:-Cash and credit sales and purchases; cash and bank receipts and payments; bills drawn, accepted, endorsed and honoured; rent, sal .ries, trade charges, interest, discount, bad debts and depreciation; assets and liabilities; house property, furniture, and Government Securities. Posting the subsidiary books into the ledger, preparing the Trial Balance, journalising the closing entries, closing the ledger, and preparing profit and loss and balance sheets.

Single Entry Book-keeping.-Keeping the bought, sold cash and bill books, and the ledger, and recording therein transactions of the above description, posting the subsidiary books into the ledger, closing the ledger, and preparing the balance sheet.
