Vecognition.

RECOGNIZED UNIVERSITIES.

The Universities of Great Britain and Ireland, and of India, in all the Faculties in which Degrees are granted by them respectively.

RECOGNITION OF BOMBAY UNIVERSITY BY OXFORD AND CAMBRIDGE.

The Bombay University has been admitted by the University of Oxford to the privileges of a Colonial University, under the provisions of Stat, Tit. II, Sect. VII. "On Colonial and Indian Universities."

The University of Cambridge also has passed the following resolutions relating to the affiliation of the University of Bombay :

1. That the University of Bombay be adopted as an Institution affiliated to the University of Cambridge;

2. That any matriculated student of the University of Bombay be entitled to be admitted to the privileges of Affiliation + who has (1) in

The following is an extract from the Oxford University Calendar for 1901, p. 83, relating to these privileges :

When a University has been thus admitted, any person who has pursued during two full years the course of study prescribed by such University, and has passed all the examinations connected therewith, may, subject to his passing certain examinations in this University, be matriculated here, and may reckon the Term in which he matriculates as the fifth Term from his matriculation, thus shortening the period of necessary academical residence by one year.

For particulars as to the examinations to be passed by such a person before matriculating, and as to the conditions on which, having matriculated, he may be admitted to the remaining examinations, and also as to special conditions affecting Indian students, reference must be made to the Statute on Colonial and Indian Universities' in the volume entitled Statuta Universitatis Oxoniensis, published annually at the Clarendon Press.

+ The following regulations relate to these privileges:-

General Regulations for affiliated Institutions.

1. Any student of an Affiliated Institution, who shall have continued a member of it for such length of time, not less than two years, and shall have attended such lectures, and passed such examinations, as may be required from time to time by Grace of the Senate, shall, if admitted as a member of the University, be entitled to either or both of the following privileges: (1) to be excused all the parts of the Previous Examination (including the additional subjects); (2) to be allowed, for the purposes of any provision respecting the standing of members of the University, to reckon the first term kept by residence as the fourth term of his residence, and, provided he obtains a degree, by one of the Tripos Examinations, to proceed in due course to the B.A. or LL.B. degree.

2. In the case of any student claiming to be admitted to the privileges of Affiliation, a certificate of having fulfilled the prescribed conditions, signed by the Registrar or other competent authority of the Affiliated Institution, shall be presented for registration to the Registrary in the student's first term of residence, and a fee of £2 shall be paid at the same time to the Registrary for the University Chest.

3. Certificates of having fulfilled the prescribed conditions, if not presented in a student's first term of residence, shall not be accepted for registration without the express permission of the Council of the Senate.

4. Students claiming to be admitted to the privileges of Affliation shall be required (1) to have fulfilled all the prescribed conditions before matriculation, (2) to matriculate and to pay the usual fee of £5.

accordance with the regulations of that University studied for not less than two years at one or more Colleges or Institutions for the education of adult students recognized in Arts; (2) passed the Matriculation and Previous Examinations, and also passed in the first class in the Intermediate Examination for the Degree of Bachelor of Arts or in the first or second class in the Examination for the Degree of Bachelor of Arts of that University; provided that in one of these Examinations or in some other Examination held by that University he has satisfied the Examiners in Greek, Latin, Sanskrit, Arabic or Persian.

REGULATIONS FOR THE RECOGNITION OF INSTITUTIONS IN THE DIFFERENT FACULTIES.

Any College or other Institution desirous of being affiliated in any Faculty must forward to the Registrar with its application the following documents, signed in each case by the responsible authority, and countersigned by two members of the Senate:

(a) A statement containing full information regarding the constitution of the Managing Body and the names of its members.

(b) A statement regarding the standard up to which it is desired that the College or Institution should be affiliated.

(c) A statement showing the provision made for the instruction of the students up to the same standard.

(d) A statement showing the scale of fees to be charged.

(e) A statement showing the building accommodation provided or proposed to be provided and sanitary arrangements.

(f) A statement sufficient to enable the Syndicate to judge of the financial stability of the College or Institution.

2. By the term "Responsible Authority" is to be understood the Managing Board in the case of Colleges or Institutions under such a Board, and the Director of Public Instruction in the case of Government Colleges or Institutions.

3. Such application, if found to be in order, shall be considered by the Syndicate, and on the recommendation of the Syndicate, by the Senate who may resolve that such Institution shall be affiliated. Such affiliation shall, in cases in which authorization by the Governor in Council under Section XII of the Act of Incorporation is necessary, take effect from such date as shall be mentioned in the notification of Government publishing such authorization.

4. The Senate may, on the recommendation of the Syndicate, at any time withdraw the privilege of affiliation from any College or Institution. Such withdrawal shall, in the cases above mentioned, take effect when the withdrawal of authorization under Section XII of the Act of Incorporation by the Governor in Council shall be notified.

I.-ELPHINSTONE COLLEGE.
(RECOGNIZED 1860.)

Elphinstone College arose by a separation, in the year 1856, of the professorial element from the "Elphinstone Institution," which henceforth became a High School.

The Elphinstone Institution had its origin in a meeting of the Bombay Native Education Society on the 22nd August 1827, to consider the most appropriate method of testifying the affectionate and respectful sentiments of the inhabitants of Bombay to the Honourable Mountstuart Elphinstone, on his resignation of the Government of Bombay. The result of this meeting was that a sum of money, amounting to Rs. 2,29,656, was collected by public subscription, towards the endowment of Professorships for teaching the English Language, and the Arts, Sciences, and Literature of Europe to be denominated the Elphinstone Professorships. This sum afterwards accumulated to Rs. 4,43,901, and the interest of it is augmented by an annual subscription from Government of Rs. 22,000.

In 1863, Cowasji Jehanghier Readymoney, Esq., Justice of the Peace, Bombay, presented Government with one hundred thousand Rupees towards erecting suitable College Buildings for Elphinstone College, to be called the" Cowasji Jehanghier Buildings."

In 1864, on account of the rise in the prices of building materials and labour, Mr. Cowasji Jehanghier Ready money added a second sufa of one hundred thousand Rupees to his former munificent donation. Elphinstone College was removed on the 20th of February 1871 to the building on the Parel Road. In April 1888 the College was removed to a building on the Esplanade near the Secretariat, and in May 1889 the plot of land on the south side of the building was assigned to the College for a recreation ground.

The property and endowments of Elphinstone College are under the guardianship of the Trustees of the Elphinstone Funds. Present Trustees are the Honourable Mr. Justice N. G. Chandavarkar, B.A., LL.B., and the Accountant General.

The following endowments are connected with Elphinstone College:-

The West Scholarship Fund, subscribed in 1828, in honour of Chief Justice Sir Edward West.

The Clare Scholarship Fund, subscribed in 1835, in honour of the Earl of Clare, Governor of Bombay.

The Gaikavad Scholarship Fund, established by His Highness the Gaikavad in 1850.

The Bell Prize Fund, subscribed in 1848, as a testimonial to Professor John Bell of the Elphinstone Institution and producing an annual prize of Rs. 60, awarded for excellence in Natural Science.

The Sundarji Jivaji Prize Fund, established in 1842 by Babaji Sundarji in memory of his father and producing an annual prize of Rs. 60, awarded for excellence in Sanskrit.

The Raja of Dhar Prize Fund, given by the Raja of Dhar in 1853 and producing an annual prize of Rs. 40, awarded for excellence in English.

The Ganpatrao Vithal Prize Fund, given in 1854 by Ganpatrao Vithal of Indore and producing an annual prize of Rs. 60, awarded for the best English essay.

The Nawab of Sachin Prize Fund, given in April 1871 by His Highness the Nawab of Sachin in memory of his fourth son, Sidi Abdul Karim Khan, and producing an annual prize of Rs. 60, awarded for excellence in Mathematics.

The Mountstuart Elphinstone Prize, founded in 1874. This prize consists of Rs. 280, and is annually awarded to the student who passes the Previous Examination with the highest aggregate number of marks, and who is certified to be on the rolls of the College.

The Gokhale Prize, founded in 1885 by the students of Elphinstone College and others in memory of the late Mahadev Vishnu Gokhale. The prize consists of Rs. 35 (the interest of Rs. 1,000 in Government Securities), and is annually awarded to the student who passes the Intermediate Examination with the highest aggregate number of marks.
