THE BAI HIRABAI PESTANJI HORMASJI CAMA GOLD MEDAL [For account of foundation see preceding endowment.]

The Medal will be awarded in accordance with the following Regulations:

1. "THE BAI HIRABAI PESTANJI HORMASTI CAMA GOLD MEDAL " shall be awarded annually to the female Candidate who passes the final examination for the degree of Licentiate of Medicine and Surgery with the highest number of marks, in alternate years in Surgery or in Midwifery and Diseases of Women and Children.

2. A prize consisting of books of the value of the surplus left over out of the annual income of the Fund, after defraying the cost of the Medal, shall also be awarded to the Medallist.

3. The surplus arising from the Medal not being awarded during any year shall be accumulated into a Prize Fund, out of which, from time to time, as the Fund would permit, Prizes, to be called the "Bai Hirabai Pestanji Hormasji Cama Prizes," shall be awarded for the best Essay by a female Graduate of the Bombay University on any subject connected with the diseases of women and children.

4. The subject shall be notified by the Syndicate not less than twelve months before the day for sending in the Essays.

5. Each Essay shall be designated by a motto instead of the writer's name and shall be accompanied by a sealed cover containing the name of the competitor, her University standing, her Post Office address, and a declaration that the Essay sent in by her is bond fide her own composition.

6. The judges shall be three in number and shall be nominated by the Syndicate. Their decision shall be announced two months after the day for sending in the Essays.

7. The Prize shall not be awarded to any Essay which, in the opinion of the judges, will not, if printed, be creditable to the University.

8. On the occasions when the Prize is not awarded, the money shall be applied by the Syndicate in such manner as they shall think best fitted for furthering the object of the endowinent.

9. The Senate shall have the power, whenever it may think fit, to modify or alter the terms upon which the Medal and Prizes may be awarded or otherwise to deal with the income of the Fund, provided the object for which the Medal and Prizes have been founded is kept in view.

LXVI.

THE GOVERNMENT OF INDIA SCHOLARSHIPS.

To encourage "the youth of this country to proceed to England for the purpose of completing their education either at the University of Oxford or at the University of Cambridge," the Government of India resolved in February 1886 to institute six Scholarships tenable in England for a period of three years by Natives of India, two being awarded every year, and to place them at the disposal of the Indian Universities in rotation. It was left "open to each University to consider whether a special examination should be held for the election of the scholars, or whether the election should be made on the results of its ordinary examinations.”

At a meeting held in April 1890, the Senate resolved that the award should be made by the Syndicate on the basis of the whole University career of the applicants.

Nomination to the Scholarship will be made by the Syndicate in accordance with the following Regulations, whenever the Scholarship is placed at the disposal of this University :—

1. The Government of India Scholarship shall be awarded to Graduates* of the Bombay University, the award being made by the Syndicate on the basis of the whole University career of the applicants as shown in the results of all the University Examinations which they have passed.

2. Candidates for the Government of India Scholarship must be natives of India within the meaning of Section 6† of Statute 33 Vic., cap. 3, and must be Graduates of the University of Bombay under 22 years of age on the last day for sending in applications.

3. Applications for the scholarship must be forwarded to the Registrar so as to reach him not later than the 3rd Monday in June of the year in which the Scholarship is at the disposal of this University. The Scholarship when available will be announced for competition at least two months before the last day for sending in applications.

4. Competitors should forward with their applications:

(a) declarations to show that they have the consent of their families to proceed to England;

(b) certificates of their good conduct from persons of respectability and position with whom they may be acquainted;

(c) certificates of their knowledge of the English language from one or more of the Professors of the Colleges in which they may have been educated;

(d) certificates of their physical capacity to undergo the course of life and study which they will have to follow in England, signed or countersigned by a Presidency or Civil Surgeon.

5. The Scholar will be required to proceed to England within a reasonable period from the date of his election and to reside there for a period of three years, unless compelled to return sooner by ill health.

* The Government of India do not consider women eligible for the scholarships.

+ The provision in the section is as follows:-" That for the purpose of this Act the words 'natives of India' shall include any person born and domiciled within the dominions of Her Majesty in India, of parents habitually resident in India, and not established there for temporary purposes only; and that it shall be lawful for the Governor General in Council to define and limit from time to time the qualification of natives of India thus expressed."

Candidates are required to furnish along with their applications proofs of their satisfying the conditions laid down in the regulation,

6. He must join either the Oxford or Cambridge University at the opening of the October term, and he must select, once for all, the course of study to be followed by him in England.

7. § Each Scholar will be entitled to receive free passage, and free passage on his return to India, if he should complete the full period of three years' residence or be compelled by sickness to return before the completion of that period.

8. The Scholarship will entitle the holder to an allowance at the rate of £200 per annum, payable from the date of his arrival in England, and will be tenable for three years.

9. The tenure of the Scholarship will be strictly dependent on good conduct in England, and will be conditional on satisfactory progress being made in study; and each scholar will be required to bind himself by a written engagement to submit to such regulations as may from time to time be framed by His Majesty's Secretary of State for the guidance of the scholars.

The Scholarships have been placed at the disposal of the various Indian Universities in the following rotation beginning with 1894 :

The following are the rules drawn up by the Secretary of State for the guidance of Indian Scholars while in England :

Rules for Indian Government Scholars in England.

1. Every Scholar shall, on reaching England, at once present himself at the India Office, and report his arrival in writing.

2. Every Scholar shall, without any unnecessary delay, inform the Secretary of State to which University he intends to proceed, and shall at once take steps to enter himself at the College he has selected.

§It has accordingly been decided that the practice of providing first class accommoda. tion by Railway and Steam-ship for Gilchrist and Government Scholars shall be discontinued. It is, therefore, notified that in future second class accommodation only by Railway in India and on the sea-voyage to London will be allowed to persons selected to hold Gilchrist or Government Scholarships tenable in England."-Resolution of the Government of India in the Home Department (Education), No. 10-Edn.-283, 294, dated 23rd July 1895.

It should be clearly understood by scholars that while the scholarship allowance of £200 a year is sufficient to cover the necessary expenses of College life at Oxford or Cambridge, it is very desirable, if not absolutely necessary, that the scholars should have some small private resources of their own to enable them to meet expenses in the vacation and other general expenses which are scarcely avoidable; and that it is impossible for them to live with comfort in England without some private resources wherewith to supplement their scholarship allowance. *The Syndicate were specially empowered by the Senate to nominate the scholars of these years on a comparison of the results of the ordinary examinations, pending the decision of the Senate as to the final method of election.

3. Every Scholar shall, within four weeks of reaching England, submit for the approval of the Secretary of State a statement showing the general course of study he proposes to follow; and the course approved shall not be changed without the sanction of the Secretary of State.

4. Every Scholar shall, at the end of each term of residence at a University, submit to the Secretary of State a certificate from the proper College or University authority, showing that his residence, conduct, and progress in study have been satisfactory during the term.

5. Every Scholar shall at all times obey such instructions as he may receive from the Secretary of State.

6. Subject to a due compliance with the above conditions, the allowance, at the rate of £200 a year for three years, will be paid quarterly, in advance, by the India Office, commencing from the date of the Scholar's reporting his arrival in England; but this allowance shall be reduced by the amount of any other sum which may become payable to him out of the revenues of India in respect of residence at a University during the same period or any part of it.

7. Every Scholar will forfeit his Scholarship who, not being disabled by illness or prevented by any other cause which the Secretary of State may consider sufficient, fails to complete a residence of three years in England according to the terms and conditions approved by the Secretary of State under Rule 3, or who is guilty of misconduct or disregard of the orders of the Secretary of State. If a Scholarship be forfeited, the Scholar will lose his claim to a free return passage to India, and will further become liable to refund the cost of his free passage to England.

8. The Scholars will be under the special supervision and charge of the Political Aide-de-Camp to the Secretary of State, through whom the necessary orders will be given, and to whom all reports and other communications respecting them should be sent.

THE GILCHRIST SCHOLARSHIPS.

To commemorate the occasion of the nomination of the Honourable Mr. R. M. Sayani, M.A., to the Bombay Legislative Council, Messrs. A.M. Dharamsi, I. J. M. Asrani and M. M. Patel offered to the University

in November 1890, on behalf of the Committee of the "R. M. Sayani Khoja Testimonial Fund," a sum of Rs. 5,000, in 4 per cent. Government Paper, for the foundation of a Scholarship to be called the R. M. Sayani Khoja Testimonial Scholarship, and awarded every year to the highest among Khoja Mahomedan Candidates at the Matriculation Examination.

At a meeting of the Senate held on the 8th August 1891 this offer was accepted with the best thanks of the Senate.

The Scholarship will be awarded in accordance with the following Regulations:

A Scholarship, to be called "THE R. M. SAYANI KHOJA TESTIMONIAL SCHOLARSHIP," of the value of Rs. 180 and tenable for one year, shall be awarded annually by the Syndicate to the Candidate who passes the Matriculation Examination with the highest number of marks from among the Khoja Mahomedan Candidates, on condition that he prosecutes his studies at a recognized College or Institution. If, however, the Candidate has obtained the Jairazbhoy Peerbhoy Scholarship or the Sir Frank Souter Scholarship for the Matriculation Examination or either of the Rao Sir Pragmalji Scholarships, the Scholarship will be awarded to the next best Khoja Mahomedan Candidate who has not obtained any one of those Scholarships. In the absence of any such Khoja Candidate, the Syndicate will award the Scholarship to the first Khoja Mahomedan Candidate, though he may have obtained any of the three Scholarships above mentioned,

2. Candidates for the Scholarship must forward their applications for it with their applications to appear at the Matriculation Examination in connection with which the Scholarship is awarded (vide Form AAW).

3. The Candidate, who is awarded the Scholarship, must satisfy the Syndicate, within six weeks from the date of his election, that he has joined a recognized College.

4. The stipend of the Scholarship shall, subject to a deduction of five per centum to be contributed to the General Fund of the University, be payable half-yearly by the University Registrar on a bill to be drawn by the Head of such College, who shall certify under his signature on such bill that the Scholar is in regular attendance at the College, that his conduct is good, and that his progress in University studies is satisfactory.

5. Should the Scholar discontinue his University studies, or be unfavourably reported on by the Head of the College, it shall be in the discretion of the Syndicate to stop payment of the stipend, or to declare the Scholarship forfeited.

6. Any surplus which may arise from the vacancy of the Scholarship during any year or part of a year shall be applied by the Syndicate in such manner as they shall think best fitted for furthering the object and purposes of the endowment.

7. The Senate shall have the power, whenever it may think fit, to modify or alter the terms upon which the Scholarship may be awarded, or otherwise to deal with the income of the Fund, provided the object for which the Scholarship has been founded is kept in view.
