Resolved, That the City Clerk be, and hereby is authorized and instructed to prepare the City Documents for 1911 for publication; said Documents to comprise the Charter, Reports of City Officers and Departments; the Report of the School Committee; Executive Communications; Ordinances passed during the year; the Mayor's Inaugural Address and list of City Officers, for 1912; the record of the procedings of the Representative Council and the Tax List for 1912, and Resolved, That the Board of Aldermen is hereby directed to procure proposals for and have published 750 copies of said City Documents for 1911 and said Tax List for 1912 to be bound together in cloth covers, and to procure proposals for and have published 2,500 copies of said Tax Book of 1912, to be bound in paper covers. To the Honorable the Representative Council and the Honorable Board of Aldermen: Through the courtesy of the City Treasurer I am able to submit the following general statement of the city's finances at the close of the fiscal year: Cash in hand at close of fiscal year, 1911.... 31,273.36 Cash in treasury, January 1, 1911, approximately. 41,000.00 ... 711,262.25 Amount extra appropriations 9,711.34 During the past year a payment of $11,000 was made on account of outstanding notes. As no bonds matured this year there has been no reduction in the bonded indebtedness. It may be surprising to you to learn that our expenditures have exceeded our revenues by approximately $15,000, as having had in hand at the beginning of the year $41,000 we find that the balance remaining is slightly in excess of $31,000 and in view of the fact that the amount of bills payable is reasonably certain to aggregate $5,000 we will be obliged this year to begin hiring money earlier in order to meet our obligations, which action will entail the payment of a larger amount of interest. The Commissioners of the Sinking Funds under the direction and with the advice of its efficient and far-seeing chairman have now invested practically the entire funds in high class bonds and have consequently thereby not only improved our financial standing but have also broadened the city's outside field of credit.
