It is not the purpose to hold hearings on the major items of the Diplomatic and Consular appropriation bill until after New Year's, but the gentleman who is to testify this morning told me that the most urgent personal reasons required him to be absent from his duties beginning next week, and I have therefore ventured to call the subcommittee together for a hearing on that particular item this morning, that item being "Boundary line, Alaska and Canada, and the United States and Canada," found on page 21 of the subcommittee's print of the Diplomatic and Consular appropriation bill. Mr. Barnard, you are the commissioner in charge of that work? Mr. BARNARD. Yes, sir; incooperation with his Britannic majesty's commissioner I am authorized to either establish or reestablish the boundary line between the United States and Canada under the treaties of 1903, 1906, 1908, and 1910, which means the definition of the boundary line from the Arctic Ocean to Mount St. Elias, and thence to Cape Muson- Mr. ROGERS (interposing). Cape Muson? Mr. BARNARD. Yes, sir; that is the south end of Prince of Wales Island, defined by the Alaskan boundary tribunal as the initial point of the Alaskan coast boundary, and the boundary line from the Pacific to the Atlantic Oceans, with the exception of the portion through the St. Lawrence River, the Great Lakes, and connecting waters. Mr. Chairman and members of the committee, in the Diplomatic and Consular appropriation bill, as to the item "Boundary line, Alaska and Canada, and United States and Canada," 1922, I have the honor respectfully to submit a revised estimate for the money to be appropriated under the item "Boundary line, Alaska and Canada, and the United States and Canada, 1922," reducing the amount to be appropriated by $5,000; that is, the estimated amount 3 |
